The command structure of the Galactic Navy follows a pattern similar to that of many other UGTO fleets which in turn were modeled after the old Naval fleets of seafaring civilizations. In centuries past the positions and ranks of highest authority would have been assigned by various people or organizations such as: President, Secretary of Defense, First Minister, or a governing body such as the Space Development Organization circa 2118.  Context matters entirely, being that the Galactic Navy is it's own separate self-sustaining entity, which exists solely for the protection of the UGTO. Once a Fleet Admiral is selected their term will continue unabated until disabled, killed in battle, or called on a vote of no-confidence. For more information in regards to such a vote refer to Fleet Politics. As for ranking there are four levels at which the fleet operates on the command level. All support staff are considered full fledged members of The Galactic Navy but are generally referred to as Enlisted.

Fleet Admiral - The Fleet Admiral is the highest ranked officer in the fleet. He or She makes decisions for the fleet as a whole which effects all it's members. The FA coordinates with other UGTO fleets to coordinate attack plans or setup special and/or covert events between specific fleets or within the UGTO faction as a whole. The Fleet Admiral is empowered to enact special long-term  cease-fires or peace treaties with other typically hostile fleets but not with entire factions. The Fleet Admiral may also demote and promote members to other rank tiers. The Fleet Admiral typically leads and plan attacks, especially on crucial missions. At their discretion he or she may pass on delegation of duties to the officers under their command should they be required elsewhere on the battlefield or are unable to be at a locale for covert reasons.

Fleet Commanders - This is the second highest rank below Fleet Admiral. There may be multiple fleet commanders and they are the 2nd tier of the Galactic Navy's ranking system. Under the command of the Fleet Admiral , Fleet Commanders are veteran members of the fleet who have proven themselves with exceptional demonstrations of abilities at all levels of Spacial Warfare including Ship to Ship Combat, Ship to Station Combat, Planetary Bombardment, Picket and Point Defense, Combat Resupply, Carrier Operations as well as Fleet Command and Organization. These members have proven themselves to be versatile and dependable assets to the fleet and able to take on almost any challenge thrown at them. Fleet Commanders are often called upon to assist in either the formation or the execution of battle plans when the Fleet Admiral isn't present. Fleet Commanders are empowered to enact special short-term cease-fires or peace treaties with other typically hostile fleets but not with entire factions. Fleet Commanders may also promote Enlisted officers to Fleet Officers and similarly demote Fleet Officers after a promotion/demotion vote is called and passed.

Fleet Officers - The third and final officer rank is that of Fleet Officer.  Fleet officers are all around outstanding members of the fleet and have generally been with the fleet for sometime on their 2nd or 3rd tour of duty and may even be plank-owners of a ship put into service during their first tour. Fleet officers make up a large portion of the fleet, they follow the orders of the Fleet Commanders or Fleet Admiral. When there are no such Admirals and Commanders available typically a senior Fleet Officer or one selected from all available Fleet Officers will take command of the battle-group and coordinate actions with other UGTO fleets and fellow GTN members. Some Fleet Officers may excel at a particular skill such as Planetary Bombardment or Ship to Ship Combat, so while they may not excel at all aspects of the battlefield, their exceptional abilities in other areas may be noted in their field promotions and duly noted in their service jacket. Fleet Officers may also enact recruit votes and may reactivate a member on the reserve list.

Enlisted - This fourth rank consists of the newest members of the GTN fleet. After having passed a recruit vote they will spend some time at this rank learning the ropes, whilst most members of the Galactic Navy are not new to space warfare, they may be new to how the Galactic Navy commits itself to battle and it's code of honor. Enlisted crew maintain a probationary period at which anytime they may be discharged by a Fleet Admiral or Fleet Commander with a discharge vote until they have proven themselves capable of being an officer and helping to lead fleet mates into battle.

Crewmen - A ship is nothing but an empty shell without a crew to fill her. The crewmen aboard Galactic Navy vessels serve and maintain vital functions aboard each ship. They may be engineers, doctors, scientists, navigators or weapon specialists. Whatever their job they are vital to the functioning of each ship in the fleet. They follow the orders of all those ranked above them. Typically however they go about their jobs so well you hardly even notice them at all.

Reservists - Crew listed as 'in reserve' are either on some type of long term leave, or medical disability. Most members on this list are unable to participate in fleet actions for some time. They may be removed from this list and placed back to active duty by anyone ranked Fleet Officer or above.
